How to use

Can I use it to apply powder, not just remove it?

You can — the fibres are rated by MAKE UP FOR EVER for loose and compact powders, so the brush handles them either way. Just know that the shape is designed around taking excess off, so deposit will be very sheer compared with a dense powder brush.
