Either works — Kaja says it can go under or over concealer, or be worn completely on its own for a quick brightening effect.

Why peach and not a regular concealer shade?

Peach is a colour-correcting tone: rather than covering dark circles with skin-coloured pigment, it offsets the darkness itself so the area reads brighter — which is why it layers so well with concealer.
