It's a bronzer — it's about warmth, not shadow. That said, Fenty gives directions for both uses: the wider 190 brush for an all-over bronzed effect, and the 195 sculpting brush when you want it placed as contour.

Will it transfer onto my clothes?

Fenty states the formula is transfer-resistant and built for long wear, which is the main thing separating it from a standard pressed bronzing powder.

Do I need the brushes it mentions?

No — they're the brand's recommendations and sold separately. Any fluffy brush will give all-over warmth; any angled, denser brush will place it more precisely.
